PPG’s new policy brief examines how the Buffalo Creek Casino exacerbate Buffalo’s urban poverty crisis.
Rates of problem gambling are particularly high among people with low incomes, and the Buffalo Creek Casino is surrounded by a high poverty zone, including a large public housing project, the Commodore Perry Homes. The neighborhood around the casino has a poverty rate of 59 percent, and in the five adjacent census tracts, poverty rates range from 26 percent to 42 percent.
